On April, 14th, 2015, the Human Rights Municipal Secretariat of São Paulo (HRMS) and Paulo Freire Institute – Brazil (PFI – Brazil) launched the Formation Project of Counselors in Human Rights and Social Participation. The Ceremony had the presence of the municipal secretary of Human Rights and Citizenship, Eduardo Suplicy; from the deputy secretary of Human Rights and Citizenship of São Paulo, Rogerio Sottili; from the deputy secretary of the Social Political Participation, Maria José Scardua; from the Honorary President of Paulo Freire Institute – Brazil, Moacir Gadotti and from the Pedagogical Directors of the PFI, Ângela Antunes and Paulo Roberto Padilha.
The formation of the Counselors in Human Rights and Social Participation is done with the pedagogical coordination of the Paulo Freire Institute. The main idea of the formation is to deepen the national and municipal programs of Human Rights promotion, besides to debate the theories and practices that involve the social participation concepts, popular participation and popular education. The course is designed for representatives of Collegiate Organs (councils, committees, commissions) linked to the (HRMS)
The agreement, that is extended until December 2015, provides also the production of 20 publications, involving thematic notebooks about Human Rights and materials about the committees councils that work on that area.
Two groups already started the course, that will have 10 meetings during the year. Counselors of diverse groups as: LGBTs, elder people, people living in the streets, immigrants, educators among others. The first three meetings of the Course were dedicated to the realization to Read the World and joint construction of the purposes of the course, that has been denominated the Initial Forum.

During the first meeting, the activities developed tried to create conditions in order to turn possible everyone to meet each other, share information about their practices and experiences, in the councils they represent, as well as to identify expectations regarding the content and the formation methodology. People has tried also to know the experience of each one regarding how to use this information and Internet, if we understand that the course previews the use of the ambiance of EaD, propitiating one more space to share reflections and build the previewing interviewing project.
During the second meeting, the systematization of the validation has been shared by the group in the anterior meeting and confirmed by the “Principles of Convenience” that will lead the personal relations and interpersonal ones during the course. Besides that, it has started a dialogue around the contributions of Paulo Freire, detaching oppressing education, “banking”, and the emancipating education, an education as Cultural Action for Freedom, for the construction of a more fair society, where the human rights may be respected in their plenitude.
During the third and last meeting on the initial formation, the participants have had a dialogue about the intervening projects, the certification criteria have given continuity to the study of Freire’s contributions.
During the second semester of 2015 three new groups will start the course Counselors Formation in Human Rights and Social Participation. More participants will be involved in studies, dialogues and reflections, amplifying the possibility to intervene in different contexts that they act, looking towards their transformation.
